We are in the process of updating our commercial design standards. We are looking at effectively prohibiting portable/prefab structures, particularly construction trailers and portable classroom buildings, from being constructed in places visible from a right-of-way. Our current language doesn't give us a lot of ability to distinguish between a permanent structure and a prefabricated one, in terms of design. What tools have you used? Do any of you prohibit these outright? How do you define them? Please let me know how you've addressed the matter.
